Our client was looking for to perform a Risk assessment for the complete pipeline network according with EN 16348:2013. In order to understand the pipelines network and help them to design their risk-based inspection plan by assessing the risk with the probability and consequence of an accident can happen.
The solution provided by Procainsa SA was focused on the inspection methods used by the customer and the anomaly management (criticality anomaly).
• Time dependent, they are threats that tend to grow over time: Internal or external corrosion and stress corrosion cracking (SCC).
• Stable, it does not grow over time unless another fault mechanism acts on it. They are defects in manufacturing, welding and equipment.
• Time independent, third party damages, wrong procedures, vandalism, weather-related or outside force threat.
The features weighting have been obtained from the inspections: ILI, ROV, coating inspection (DCVG / ACVG), cathodic protection surveys… and in the future may be complemented with soil data (PH and / or resistivity), operating data (pressure, temperature), river crossings, seismic zones … etc, and this data is applied to the matrix in the probability category.
After it, to estimate the consequence with respect to the human, environmental and cost the categorisation from UNE 60302 – Sep 2015 was used.
The risk is the combination of the probability of some event occurring during a time period of interest (anomaly management) and the consequences associated with that event.
Depend on the estimated level of risk for each section of pipeline, a number of action plans were proposed, as such: increases/decreases inspection frequencies, type of inspection, defects investigation (Direct examination), calculation of the maximum pressure that would support that defect …), etc.
The solution was very useful from operation and maintenance point of view. It was a great help to understand the complexity of our facilities and we achieved a reduction in man/hours in maintenance, focusing on the sections of greater risk.
